You’ll only see the last time a user was online if they opted to share that data.

Your messaging activity may give you an indication of someone’s activity level based on how long it takes for them to respond. A quick reply from the other person may be a signal that they’re on or recently opened the app. But there’s no surefire way to know precisely when they’re online — only their level of engagement.
